My neighbor reported my chickens, is it possible to keep them?

My states policy says up to 8 chickens but my home owners association policy says no chickens. A neighbor reported them after seeing them outside. We usually keep them in the garage, but we were letting them outside to relax in the sun. Is there any way we can keep them?
 
Well if depends on how lenient your home owners associate people are. However rules are rules.

Do you and your neighbor not get along? Why did she report you?
 
Whether you can keep the chickens will depend on exactly what the rules say, and how determined the HOA is about enforcing them.

I do think you have a better chance of keeping the chickens always indoors, rather than ever letting them out in the yard. That way, they are not visible to anyone who might want to complain, or anyone sent to investigate complaints. (If the complaint is "chickens in the yard," but your yard contains no chickens, that might be the end of the matter.)
