My new 3 day old chick has a strange umbilical cord thing!

He will die in the next day or two it sounds like. You can euthanize him if you wish. Severing the neck quickly or putting him in a coffee can with equal parts of vinegar and baking soda, then placing the lid on will kill him in 1-2 minutes from carbon dioxide poisoning. I have done that a couple of times with brain damaged chicks. It is not fun, but neither is watching a chick suffer.
 
Sorry for your loss. There are lots of reasons why chicks don't make it. Many times it has to do with the health of the hen who laid the eggs--if she has a vitamin deficiency or something like mycoplasma or E.coli bacteria, and it gets passed on through the egg. Also, if an egg is dirty or mis-shapen, that plus incubator conditions can affect hatching and health of the chicks. Many have bad luck with their first hatch. Hopefully you will better luck in the future.
