My new chicks 3 weeks old are attacking each other

Help! Help! My new chicks are forming gangs an attacking one another's rear end (butt). To the point that the rear is fully exposed of blood and a layer of skin removed, chicks are dying. Does anyone have any suggestions. Thank You)

I've heard of this but I haven't dealt with it. I know you should isolate anyone who is bleeding, they are drawn to blood and will keep after it.
