my penpals feed is DUST, can I ferment it?

I decided to try penpals layer crumbles but when I opened the bag it was practically DUST. My layers hate it (my bantams dont mind) can I ferment this feed? I was thinking it would make it easier to eat than dust

Yes you can, and you can feed it moistened until your batch of fermented feed is ready. Best use of what you have for sure.
