My quail eggs are on day 17 but still no signs of pipping

I wouldn't worry yet. I would suggest lowering the humidity to about 50%, though, if we're talking about coturnix quail. That's about right for button quail, though.

If your temperature was actually a bit low, they might be a day or two late hatching.
