My rooster attacked my hen.

Wash your hen's face so she's not bloody. You can use hydrogen peroxide on a q-tip or cotton ball to clean her up, avoiding her nares (nostrils), eyes and ears. Once she's clean out her back in with the flock but watch for integration issues. Keep the rooster separated until you decide what you are going to do with him.

I have washed her face, and they were still pecking at her. So I have taken her back out. Why would they still be pecking her?

They will peck her because she was removed and reintroduced, because there was a big change to the pecking order from removing the rooster or because they can still see blood. Do you have any Blu-kote you can put on the wounds? If not you might try a see-no-touch reintegration where you put her in a place where the others can see but not touch her. A wire dog kennel works well.
