Get him off his roost at night...try doing this with as low light as possible. The first course of treatment that I would do is Ivermectin drops...along with bag balm on the legs. I have not had any luck getting rid of scaly leg mites if I didn't start with the Ivermectin first. While he's sleepy, using rubber gloves, liberally apply the bag balm to both legs. The Ivermectin will kill the mites/lice all over him and the bag balm will help in the removal of the scales...no soaking necessary.
I would also clean the coop, all new bedding and sprinkle Sevin powder all over...making sure to get into any nooks and crannies where mites can live.
