In other words, it's a good thing.

My rooster does this when he sits in my lap while I give him treats and attention, I think he loves you!

I would assume nothing except he's just getting focus on you and deciding what you and if you're worth his time.

I think I remember reading somewhere that it can be voluntary or involuntary, but I couldn't swear to that and I have no idea where I might've read it.

Iirc there's been more research done around the behaviour in parrots.
