My rooster is terrorizing the flock

i have a young flock about 4 months old. I just walked in on my rooster fighting with several of my birds to the point of drawing blood. What do I do?
Do you know for a fact that you don’t have any other roosters? My young roosters would compete and fight over the hens. I eventually had to keep them separate in order to keep my hens safe. I am currently trying to rehome my roosters, which has proven very difficult:(

At 4 months, that is about the time when the cockerels challenge one another to assert their dominance. It's normal to have a few fights every now and then, just let them settle it out.... but if it gets real bad, then you might want to isolate the troublemaker.
 
These are silkies so I don't think they are old enough to mate? Right? I believe the one he was fighting was a pullet but I'm not positive.
I have 3 silkies, they are all female, but honestly I only know that they are females because they just started laying eggs. They are all different and have different features, so it was very hard to tell whether they were male or female, and that is a common problem with silkies. You might not know if it’s a hen or a roo until you hear a crow or see them lay an egg.
I can tell you though, that my silkie girls are very sweet but not very “street smart” if you know what I mean. They are naive and slow to respond to danger compared to my other larger breed hens. I even made them their own little house inside our coop so that they have a safe place just in case. Hopefully you can come up with a solution so everyone is happy. Being a chicken parent is hard ☺️
 
Things seem to have settled for now. Can I trust that he won't do this again though? Do you think he was mating or fighting?

The rest of the flock have really distanced themselves from him. They all seem very scared of him.
He will definitely do it again, and again. It’s in his genes to want to mate, but aggressive roosters can be dangerous to hens. How many chickens do you have? When the attack happens, is he grabbing them by the back of their neck with his beak and jumping on top of them? This would be mating. When my roosters fight, they use their feet and chase each other, occasionally biting.
My hens do the same, they will not come out of their nesting area until the area has been cleared of all roosters. They’re definitely uncomfortable being around the roosters, especially my silkies.
