my rooster isnt crowing

Hes 13 weeks old he hasn't even tried the sheet i got on how to take care of the flock it said roosters would be crowing at 4 to 8 weeks. Is there something i should be worried about?

are you sure hes a rooster is his comb dark red and bigger then the others the roosters comb and waddles will get dark red before the hens get a dark red
