Also, almost half of his comb shows a blueish/blackish tint (cyanosis) which hints to circulatory issues such as heart failure or similar.
Check and if necessary treat him for internal and external parasites, provide poultry vitamins in his water etc. You can let him live out his life which I expect to be rather short anyways.
But I would never expect him to be able to mate. And I would not want his genetics in my poultry gene pool either.
