My silver laced polish roo keeps getting his "hair" pulled out!

Mr. Snuggles my slp has pretty much had a permanent bald spot. Every time it starts to grow back, someone rips it out!
I have caged the agressive roos, and even let Snuggy and Dom (my picked-on Dominique roo) free range together, away from everyone else. Dom and Snuggy would always cuddle together it the coop at night because they are the ones that are always bullied. So I figured if I keep them free ranging together, they would be ok, until I saw Dom rip a few feathers out of his head, and carry on like nothing ever happened. I hate to keep Snuggy in a cage ALL the time-thats just not fair. I considered putting a ponytail holder in his "hair" to cover the bald spot and possible make it less fun to pull his feathers out, but I don't know if it would hurt him to have his feathers pulled back like that. We have a golden polish roo (who is much larger-same age) then Snuggy and nobody bothers his hair.
Is there a spray or some other way to get the others to stop pulling it out? By the way, the rest of his body is fine, nominal feather pulling there. He is a sweet boy with a big target on his head.
Any suggestions would be appreciated!
By the way, I don't trust him to free range alone since he is also bearded and can't see too well. I worry about predators.
 
My polish has the same thing happening, and I've been told that it's because he's different and so gets picked on. The funny thing is he's the dominant chicken. I don't know what to do about it, although I did find the ponytail thing funny! Let me know if you figure it out, cause I sure could use some ideas!!!
 
Oh my~Poor Mr. Snuggles~~maybe there is some jealousy amongst them? I really do not have any answers for it myself, but have a silkie and another hen that gets "defeathered" by others, too. Maybe it's just part of the "pecking order" the birds have??

I will definately post pictures! He is definately so not dominant, it's too funny, I will walk up to him and just pick him up and he acts so suprised like he didn't see me coming. Which I'm sure he can't. He is just a ball of cuteness! I hope someone else has some ideas, or I will have to do the pony tail thing!

It was mostly the Black Giant roo's, but they are separated now. The Buffs pick on him, the RIR's and now Dom. Dom is the only roo other than the giants that pick on poor Snuggy. He started pecking at me the one day, I think because he cant see well and figures if he pecks at anything that moves he will be ok. Of course there is no pain from his pecking, he is a little wimp. I love him anyway!
