Mystery Quail in Missouri

Someone my husband works with has some free-ranging chickens. His chickens are not penned up at all. A quail decided to join the flock. This guy doesn't know what kind of quail it is. He is able to pick it up and hold it. He says it looks prettier than the wild ones. The question is: Does anyone know if he needs a permit to keep it in Missouri?
 
It depends on what type of quail it is. If he can pick it up and hold it then I highly doubt it's actually wild. Can you post pictures of the little guy for us to see?

Thanks to everyone who replied. We can't get a picture and this person doesn't have access to the internet. We will pass this information on to him and maybe he can identify what type it is from a book.
