I know chickens don't require a permit.I found the "restricted" list here:

"2. Category 1 Restricted Species: The following species are listed as Category 1 Restricted species, unless they are identified in another category in this Chapter or are on the Unrestricted List:"
Subsection E for "Aves" (birds) includes
(15) Family Phasianidae All Species in Family Phasianidae (Pheasants, Grouse, and Allies)"
But the unrestricted list included "All Species in Subfamily Phasianinae (Pheasants, Peafowl)"
So I think that means you need a permit for everything in family Phasianidae EXCEPT the ones on the unrestricted list (subfamily phasianinae).
That would mean no permit needed for ring neck pheasants or peafowl or chickens, but yes a permit for the various ones that are not in that subfamily.
Obviously you should check that with whoever issues permits, or with a lawyer, or with someone else who is actually qualified to interpret it properly. I'm not any of those.
I think I'll make a thread tomorrow, & see if anyone will be able to decipher this better, so it less confusing.
