Naked neck bump question

my little naked neck has a white bump on the side of her neck and i don't know if it's something i need to worry about, does anyone know what this is? an infected pin feather? should i mess with it?

It's hard to know, but I'm inclined to think it could be an impacted feather follicle. Sort of like an ingrown hair.

Can you gently remove the top layer of the bump to see if there is a feather underneath?
