Neck rash in a 5-week-old Welsummer

I have a 5-week-old Welsummer that has developed a rash on the back of its neck. My first thought was pecking, but it's practically the largest bird in its brooder of 5. And I have witnessed no aggressive pecking.

It looks like it might be a skin condition.

I have put a No-Peck salve on its neck, and I am starting to give it Chick Drench in its water. I wonder if it needs antibiotics?

Thanks for any tips or insights provided.

Looks like picking/pecking to me.
Do you have any young cockerels in your group?
A large bird can just as easily be picked on as a small one, it all depends on the "pecking order" of the flock.

Hopefully the No Peck will work. If not you can try some Blu Kote sometimes it will help "hide" the affected area.
Have you let them outside yet or are they still in the brooder.
It looks like she is feathered out fairly well, so if they are still in a brooder you might want to consider space, as being too crowded can also cause unwanted picking/pecking behavior.
If they are outside, place a few perches around so she can avoid the offender(s) and if food aggression is a problem you may want to add another feeder.
