my guess would be it's weeping a bit, plasma or similar, and the dander is sticking to it. I'd just leave it alone to heal. It will dry on its own and he will clean off the feathers (or they will fall off) when he dustbathes.

Ah my bad for completely skipping over that the spur had fallen off.

For me, when in doubt Neosporin or honey. It won't hurt anything and you wouldn't have to bandage it. Just slather whenever you get out there. Otherwise, yeah, you could leave him alone and see. Just pay attention to the leg for any signs of infection.
