Hello everyone, i have purchased these 4 “ladies” as chicks from TSC in july and this one is one below is in question. It has not crowed yet but all that I see is telling me a roo

It has not crowed yet
That doesn't matter. You have to look beyond the crowing if he isn't doing that yet, and take notice of those obvious male-specific feathers. Some cockerels start crowing as early as one week, sometimes they take seemingly forever to crow. A cockerel may never crow if he is around another male that he feels scared of.
 
It is 100% a cockerel. If you cannot keep him it's best to start looking for a new home ASAP, unless you plan to make a meal of him.
I agree I have two cockerels that are terrified of my rooster and don’t crow and don’t fight idk why they don’t fight it might be because they were raised together or they’re afraid my big roo will join in
