need cheap ideas

Looks like I am moving into a camper. We have 8 hens and 7 ducks (only 1 drake) I would rather keep then kill. What is the cheapest way to go for shelter for them? I have some cattle panels and a small amount of 2"x4" fence and metal nesting boxes. Money is a huge issue. They are about a month away from starting to lay.

Could you take the cattle panels and tie them together with baling wire (my best friend!) to fashion a large square? Then take the 2'x4" wire and wrap it around it so they can't get out? Just thinkin' ...
