Need help hatching pheasant eggs

I have tried several batches of Pheasant eggs in my incubator and I only get about 20% hatch rate. 99 degrees 53% humidity. I cleaned incubator with amonia. incubator automatically turn every 3 hours. when I look at eggs that don't hatch they are mostly fully formed and the egg sac if that is what you call it is sucked back. Please help if you can
 
Do you raise the humidity for the last few days? I also would only turn them three times a day. That way you are not opening the incubator so much and letting the humidity and heat escape. Good luck!

yes I raise to about 65 to 70 and the incubator turns automatically. Also I hatched 100 or so guinea eggs and I didn't have problems with them. I have also bought some eggs from a different supplier thinking it might be my eggs but no change thanks
 
I am going to try and hatch ringnecks, I am setting them today.
My little cheat sheet says 99.5 degrees 60-65% humidity, last 3 days 80-85% humidity.Stop turning 2 days before. So that is what I am trying.
