need help

I'm having trouble with my birds pecking/pulling tail feathers, my favorite has already been pecked to the point of bleeding. there are 12 birds in a 12x12 pen with an additional 4x8 coop attatched to the side. right now I have 5 d'uucle banties and 7 buff orps in there. what should I do? applied baby rash ointment and seems to be no help or worse.
