need incubation advice

so we set 7 chicken eggs on December 3rd and we candled them today (9 days) and I am not seeing ANY development. I can faintly see air cells in most and can clearly see the yolk, but no veining or anything. The incubator dropped temp the second day but was under control within a few hours. Can anyone give me any advice on what to do? We are thinking of going again with more eggs, but don't know what we are doing wrong. The eggs are for sure fertile, I checked another one.
 
Did you double check that the temp is correct?(ie multiple thermometers) I've never used a store bought incubator but hear not very good things about the thermometers that come with them. I have two different kinds in mine to make sure my temps are at 99.5-100 degrees. Hopefully someone with more experience will chime in soon.
 
What kind of incubator...and are the thermometers on top of the eggs?
 
it is a square styrofoam incubator, not sure what brand, the thermometers are next to the eggs. all the other eggs we have eaten have been fertile, both before and after I collected these 7 to incubate.
 
Put the thermometer on top of the eggs.
Does your incubator have a fan and/or a turner?
