Hello wanting to get some japanese (coturnix) quail

Can they live in pairs or 3s of females without a male?

Of course! The rumor that hens won't lay without a male is false. The only reason you'd need a male is for fertility, if you want to breed the quails.

Otherwise, if you just want regular egg a day per quail, then yeah, just get a pair or a trio of females.
I've heard of some hens that go broody, even without a male, and with just regular unfertile eggs, it's cute but pointless.

i had only read about the female to male ratio not how many femles on thier own

Haha, well, think of quails like chickens - hens don't need a rooster to lay eggs either.
So you can relate to a chicken sometimes when trying to figure out problems or questions about quails, it kinda helps.
