Well in that case, you should definately process before they are 13-14 weeks old. My boys started trying to crow a couple weeks ago and some have perfected it now at 15 weeks.
On another note, you and your neighbor might try to change the no poultry rule in your subdivision. You said there are only 4 houses and 2 of you already have hens. Maybe talk to the other 2 families to get a feel for what they think, before you tell them that you already have them. Just a thought though.
