I purchased a chicken tractor off of Craigs list.
Does it need to be disinfected before I use it?
If so, what can I use that won't linger and harm the girls when they start using it?
Lysol? Plain soap and warm water? Help!!

Bleach and water should do the trick to kill any germs. And it doesn't take much bleach. A few tablespoons per gallon is plenty to kill any germs.
If there's any obvious scrubbing to do, do that first with whatever kind of soap you want then rinse then put your bleach water mix in a sprayer or mister bottle and spray it on all surfaces then walk away and let it dry for a couple of days.

You can also whitewash the inside after you spray with the bleach solution. The lime kills bug eggs embedded in wood.
