Neighbor found chicken in backyard: Breed and Gender please

A neighbor posted that she found this chicken in their backyard and needs help identifying breed and gender. Thanks in advance for your help. This was the only pic they posted.

I can't see it too well but it looks pretty gamey to me. It's also a pullet.
