Neighbor is neglecting her hens

Well, it is now dark and she is still not here. I will call AC tomorrow and talk with them. Thanks to everyone for advice.

BTW: this woman is renown (in the neighborhood) for neglecting her animals to the point of death so that is one big reason I am reluctant to deal with her. Not only chickens but also she is planning on getting mini-donkeys. That'll be another horror story for a different forum.

All the more reason to involve Animal Control. People rarely change their habits and behaviors...
 
I’m having the same problem only there are several chicken and one very large duck that won’t move from under the hutch that’s in the pen and no one here has ever seen anyone outside feeding cleaning or giving the animals water… no water in the pen that is visible and the animals don’t make any noise anymore either…. Like none! The poor duck never goes in that coop and looks severely depressed underneath it all the time! I don’t know what to do as I think the people are druggies or something because the windows are all covered with black plastic and occasionally we will catch them peeping out the cracks of the plastic at us when we are looking at the animals.

Strongly suggest you call your local Animal Control for a wellness check.
