The duck was abandoned. You adopted it, she's yours. Period. You should politely let your nosey neighbor know that you have adopted the duck and by law she's yours. Let her know you'll be getting her a friend and ask her to talk to you if she's having any trouble with them on her property, in which case you'd be happy to build a pen for them. I've been told that duck eggs are awesome for baking. If she's a baker offer her some eggs. The duck is fortunate that you are watching over her, looks like you're all she has. Definitely put a leg band on her.
