As far as distance from a property line I have no clue what it is for your state. In Kentucky no dwelling can be within 7 foot from a property line. If the neighbors property is becoming infested with rodents you have a case and I would be in contact with animal control for your area. Sorry to hear of the troubles you are now facing.
