Sorry to hear about your unhappy neighbours.
But, honestly, what is wrong with some people... like it's such a big deal to have a few bird poops on their deck... to the point of upsetting them so much they feel they need to complain!!! I think some people don't have enough to worry about in their lives these days. For goodness sake, its only 2 birds... not like before if there were lots of guinea fowl.
If I were you I would pen your 2 up just for a week or 2 so the neighbours know you are making an effort.
Then you could just let them out a few hours a day, so they don't start to wander too far away.
I very good idea would be to buy a couple more Guinea Fowl. Keep the new 2 in the pen. Let your other 2 free. The free ones should stay around the penned up ones.. because they like to be together... and this would stop them wandering off to far.
If all that failed you could buy a cheap bright coloured broom and give it to your neighbours as a present. Tell them they can chase off your birds and scare them away if they come back... and that should stop them coming back in the future. Tell them if that does not work after a week or 2 you will get rid of the Guinea Fowl (even if you just lie about that part it will make them feel better).
