Oh it gets even worse, the stuff can be hidden all over the statutes and there is more than one way to place limits.
You can be specific or in general, specific all dogs must be ... , general all domestic animals must be ... .
Then you get the codification folks who like to classify things in a manner most might not even consider to even be in the correct category.
