Neighbors Rant

First, they may be in over their heads, but that does not mean they are bad people or manipulative or hoarders or any of that. Note that the OP has said several times that they simply do not know, that they mean well and are trying.

I would suggest mentioning 4H to the parents, that it is an excellent animal husbandry learning opportunity for the kids. OP, become a mentor. This does not mean stepping in and doing their work for them, but it means giving a lot of "I" messages and answering questions: "Well, I have found that _____ works best for me. I tried ____, and it didn't work so well because ____." Or, "Smith on the next farm over does _____, but Jones does ____ and I do ____." "Here come over and help me do ___, and you'll earn how to do it on your own animals." "You know, I really don't know much about ___, but Brown over on the other side of the highway sure does. I'll get you his number."

Perhaps you could offer them advice to look after the animals. If you teach them the right way it may help,
I know its not down to you to do this but its just a thought.

Other than that, check out the laws for where you are... we have a lot of rules on the welfare of animals etc
in the UK and I doubt they'd be able to that over here. If they can't be taught then you may need to report them.

Oh no! I better check into this, I had a good 4h project idea but I'm 46!

I really hope your neighbors are ready to learn from you.
 
Wow. That is way to small of a place for that many animals. I agree with the others. It will likely get worse.
Sorry you have to live near that. I have a next door neighbor who does not take care of their horse, and I have to
look at her everyday across my field. AC has been called multiple times.
 
Ummm trying calling the humane society or local authorities about zoning, hoarding, overcrowding, unsanitary conditions, puppy milling whatever it takes. People like that really make me angry. grrrrrrr
