I was able to talk to a poultry vet over the phone about our sick 'roo, and to him it sounded like air sacculitis. He recommended that we get our hands on some Neo-chlor which, he said, should be available at one of the feed stores. Well. I called all the local feed stores this morning and nobody has it and nobody even knew what it was.
