Nesting Boxes

So I have 16 birds and only 6 of them are at the age to lay eggs. They do in fact lay eggs, but my question is how do I get them to lay eggs in the boxes I have for them? They all seem to want to lay eggs in just one of the boxes. There is literally a line of hens waiting for the previous one to get done so the next hen can get on the nest. How do I stop that?

Put fake eggs in all the boxes, chickens naturally want to lay where other hens have already.
