nesting boxes

Our girls have just started laying (3 so far), 1st was out of the coop when they were free ranging, last 2 were in the coop but not in nesting boxes. I have put a decoy egg in the boxes as I have read to do, but do I need to put any kind of shavings in the box? They laid the last two just outside of box in the shavings.
