It might depend on if a person lives in the incorporated or unincorporated parts of Stockton. Usually unincorporated areas have less restrictive residential zoning laws or may not be zoned residential at all (commerical, mixed, etc).

I grew up in a city that always allowed chickens (and still does). You might want to check out the chicken law in Long Beach, CA.
