I am a believer that the typical 2sf/bird need to be skewed to a curve. I have kept birds in 3x3 confinement. It is OK for one, room enough to spread it's wing. It is definitely tight with two birds, constantly rubbing each other. They will live but... So I would think the 2x3 for the 2 roosters is too small.
