Hens go broody when you don’t want them to… and won’t go broody when you do. 
I add 3 Tbsp of sugar to a quart of water. Make sure you dip his beak in the water a few times to get him drinking. Boil a few eggs and mash up the yolks. This generally gets them going. Sometimes there is not much you can do except wait.
