New Chick with frantic chirping and an eye shut

One of my barred rocks that hatched this am, is NOT HAPPY. It keeps running all over and one of it's eyes it shut. I was thinking of taking a Q tip with warm water on it and going over the eye, or should I leave it alone.

It could have a little dried gunk on it from hatching, it wouldn't hurt to wash it with the Q-tip but be gentle.
