Hello Donna, and welcome to BYC! Glad you joined.
That might be favus, a fungal infection.
Have you tried gently washing her face with a q-tip soaked in warm water to see if anything comes off? It might not hurt to just treat her with some athletes foot cream being careful not to get any near or in her eyes.
