New chicken problems

After quarantining our new hens we put them in with our old hens... We had 4 old hens and 1 roo and got 4 new hens the exact same age as our new ones born the same week. The problem I'm having is my old hens are wusses. My new hens are like hard core prison gens. They came from a large flock. I've had the old hens since they were freshly hatched. The old hens are terrified of the new hens. I separated them again and put the most docile new hen with our old ones. They are still segregated. My roo isn't dominant and is terrified too.
Suggestions? Has anyone else run into this? At first I was afraid that my old chicks would bully the new ones but apparently I've sheltered them :(
 
Could they see eachother when they were quarantined? Maybe if you could just separate them for a week or two with just hardware cloth they could work out their pecking order without being able to physically harm one another.
 
Let me get this straight:
4 old hens with 1 roo (how old?)
4 new hens (the exact same age as our new ones born the same week?)
New birds are same age as existing ones and there are 9 total birds??


Usually existing flock will attack and new birds.
