New Chicks Water Heater Suggestions?

Hey all! I'm needing some ideas for what to use to keep our chicks water from freezing? They are set up in a livestock water tank with the mama heating pad brooder in our garage (cars are parked outside) and I'm wondering how to keep the water from freezing. We live in Iowa and its 22 today and supposed to be 24 tomorrow and then 45, 50, 49, so I don't think it's a huge issue YET. It can still get pretty cold here in the next couple months. Anyway, I was thinking a cookie tin heater, but same issue as a plug in heater, they're both too high :/ Any suggestions? Thank you!
 
You could use one of those plastic heated waterers, slightly raised to keep it cleaner. The one I have is a royal pain to fill, but it would work for this. My garage doesn't ever freeze, being part of a raised ranch house design, and I don't get chicks shipped until the weather is a bit nicer anyway.
You also could be out there multiple times per day with fresh water for them, because you don't want that water very cold, at least at first. Or, use a heat lamp after all.
