I have been using a stainless steel fender washer about the size of a quarter, along with the galvanized construction screws that are so popular, to attach the hardware cloth to my run. You could use the same approach to attach either the pump hose or inner tube material. Staples will work ok, but screws/washers will be easier to remove if you ever need to do so.
