I personally would wait but of course up to OP always. I would never say for sure they should do something and it cause worse injury to their ducklings.

If you gently touch it, is it a soft lump or a hard lump?
I do wonder if they got pecked and it created a hematoma, AKA a blood blister. It could also possibly be an abscess, or more rarely, a sailocoele, which is a pocket of saliva caused by a malfunctioning salivary gland. If it's both of them though I would doubt they would both have this.
Both ducklings have this? Is it in the exact same spot on both of them? Can you see any signs of a cut or injury near the swelling?
