I'm here to learn. I'd like to keep chickens and am very concerned about local regulations that appear to forbid it, yet supplies and chicks are available in our local Agway.

I'd suggest posting in the Local Chicken Laws & Ordinances (and how to change them) section and ask if there is anyone in your area that is familiar with the local laws and what they actually are. Hope it is in your favour!
