New Hamshire Hen Pulling Underneath Neck Feathers Out

Sorry guys and girls....I have tried everything..I need your help please...separating, blue kote, more protein, hanging parrot toy with greens stuffed in it, chicken block....My New Hampshire pulls the feathers out of every hen under her neck I have but one....I would guess this is #1 and #2 of order. Is there anything else I can try? The hens will actually sit by the New Hampshire and let her do it......confusing to me. All the hens will be 1 year old in July. Chicken stew is out of the question please.......Thank you so much for your help in advance.
 
Are they getting out of the coop at all, might need to stir up pecking order some by removing the top girl for a couple of days then try putting her back in and see what happens. sounds like you've tried everything except counseling. lol

Yes......they have a large run they are all out in during the day, with a kiddie pool for a dust bath and all.......It's so confusing to see the hens just sitting there when the New Hampshire is doing this......I have a huge wire dog crate in the run now where I separated her already.....guess I need to keep her in that until all the feathers grow back in on the other hens........

Is she eating the feathers after pulling them out? If yes then you have to increase their protein. If no then I agree to separate her for a time to give the others a chance to heal and for the 'bully' to cool her heals.
