New hatched chick laying on side?

These chicks hatched about 15 hours ago. They're peach golden pheasants. This one isn't able to sit upright or walk without help. It just wants to lay on its side. It'll sort of kick with its feet to drag itself around.

I've given two drops of poultry cell so far (theyre so tiny!), but am unsure what this is. First year hatching. Does it need a chick chair to hold it upright?

Sorry but it appears to be 'failure to thrive'. Some chick's will hatch just fine then just seem to give up!
