Get them treated for mites today.
I'm not sure what products you have available but over here in the US we use permethrin.
 
Welcome to BYC - sorry for the problems. Any possibility that he was fence fighting another rooster and then became infected?
Unfortunately that’s the exact problem we think. We lost our old 10 year old rooster and these two have been fighting it out. We’ve separated them and see no signs on the other flock yet but I’m still so worried about them all now
 
Welcome to BYC. Sorry your rooster is ill or injured. :hugs Since you haven't noticed any mosquitoes and no other chickens have scabs, I think what you're seeing could be pecking injuries. My suggestion is to clean up his wounds and apply some antibiotic ointment.

Separate the boys in such a way they cannot get near enough to each other to fence fight.
You will need to re-home one or the fighting will continue until one is the clear victor and the other is constantly looking over his shoulder and sneaking to mate with any girls or dead.
