Your best bet is to select a few areas you would like to move to based on cost of living and quality. Then research the varies municipalities to learn their restrictions on poultry. Then look for a house in the regions that allow them. It isn't so much the state as the specific areas within the state that mandate what you can and can't do with your property based on zoning.
I have 5 states narrowed down (wv, tn,ky, nc,sc). The location isnt as important as the ability to farm and wheelchair accessibility as well as a proximity to a store ( within 2 miles). I dont have much to work with, so I will move plans based on where I can fulfill the most of my dream scenario.
