New incubator

I set up my new incubator last night and I can't seem to get my temp down to 99.5 I keep decreasing by turning the lever and it's almost all the way down and I'm at 102 please help
Incubator : hova bator 1602n with fan and turner
Digital (incutherm) and themometer that
comes with it
